Basic Registration is for food businesses with turnover up to ₹12 lakh per year, while a State License is mandatory for turnover between ₹12 lakh and ₹20 crore — including medium restaurants, cold storage and transporters. If your turnover crosses the threshold, you must upgrade.
Businesses with turnover above ₹20 crore, importers, exporters, large manufacturers, railways, airports and operators supplying food to government offices or across multiple states need a Central License — regardless of turnover in some cases like imports and exports.
Basic Registration is usually issued within 7–10 working days. State and Central Licenses can take 15–30 working days since they involve document verification and, in some states, an inspection of the premises.
Commonly required documents include a photo ID (Aadhaar/PAN), passport-size photo, proof of business address, rent agreement or ownership papers, and a declaration form. State and Central License applicants additionally need layout plans, water test reports and list of equipment.

FSSAI licenses are valid from 1 to 5 years depending on the fee paid. Renewal should be filed at least 30 days before expiry — applying late attracts a daily penalty of ₹100 until the renewal is completed.
Operating without a license is punishable under the Food Safety & Standards Act — penalties can range from ₹25,000 up to ₹5 lakh along with possible cancellation of business operations, depending on the violation.
Address change requires Form C3 modification filing with supporting documents. A significant location change is treated as a fresh application in most states, so it's best to start the process before moving premises.
Basic Registration costs ₹100 per year. State License fees range from ₹2,000 to ₹5,000 per year based on business type, and the Central License fee is ₹7,500 per year. Professional service charges are separate and vary by consultant.
